Maximizing Policy Impact

In order to maximize the impact of the proposed education policies and training plans, implementation should probably begin in the areas of higher dropout risk and lower performance; it is precisely in those areas where the highest added value can be achieved. A bad idea (and one that is heard very often) would be to conceive policies that seek to improve simultaneously the quality of education for all schools at all levels throughout Mexico.

We often hear that Mexico's problems are over-diagnosed, that the reforms and effective education policies needed are clear to all, and that priority should be given to implementing those reforms. In political discourse that proposition may succeed. In practice, however, there are no prepackaged solutions. In addition to requiring additional resources, policies need to be implemented. In practice, this is a process of trial and error. For example, extending school hours can be an effective remedy to improve learning, but it will not happen automatically. The optimal combination of ingredients in any medication depends on the needs of the patient.
